I know about MyWi, but I don’t have the money to buy it. So, What are some Cydia applications and sources that will turn my iPod Touch/iPad/iPhone into a wireless hotspot for free?

Unfortunately, no Cydia app will modify the function of the wireless device inside an iPhone/iPod Touch. Rather, only an iPhone (3G/3G S/4) can become a “personal hotspot” with the use of USB or Bluetooth. That’s called Tethering and that’s going to cost you a monthly fee. (AT&T: /mo.)
