when you purchase the ipad application for mlb does it mean that when you purchase the app that you can watch live games for free or you have too pay for that too?

They give you some games FREE (the really bad ones), like Pirates vs. Astros. But if you want to see all the games you need to buy MLB.tv for an extra 0 dollars.
