Does anybody know a picture application that I can use to change the color of eyes? It needs to be on the computer, not iPhone, iPad, etc.
A free application? I should have added that earlier.

Adobe Photoshop Elements does that and so much more. Only thing it’s a little costly.
Sorry dear friend you can try on adobe photoshop 6.0 or CS or on MAYA software these software’s are professional software do not use pirated because they use crack file it can’t work properly bye
