Yes, as long as you downloaded it with your iTunes account it will be on your computer. I don’t know much about iPads, but when you sinc it, everything should be there.
I know videos and music can be transfer from iPod Touch to iPad, not sure the game. Maybe you can try this:

As long as the game is compatible with your ipod touch, it will automatically sync with your ipad. You will not have to buy it again.
