Not the one with 3G. JUST WiFi. I believe it’s 9. Is this the only cost (besides things like accessories and such)?

No, but to have a WiFi network at home, obviously you have to pay a monthly fee for the internet connection itself. Assuming you have this already, then you’re good, since you don’t have to pay anything to Apple.
