Flash: NO! No mobile system fully supports Flash (some try, but don’t do it well and are totally unreliable).
To write for mobiles, you need to learn the 13 languages that are used. Check:

and be happy!
For apple products, you must use a MAC and register as an Approved Developer with Apple.

The programming language for iPhone is Objective-C, although it is very much like c and c++, knowing c/c++ is not required, you can learn Objective-C directly from scratch.
The general learning path for iphone / ipad programming is:
1. Learn Objective-C
2. Learn Funcation Framework
3. Learn iPhone/iPad SDK
During the course you will learn how to use xcode (an IDE) as well.
You should take the complete package and start learning here:
http://classroomm.com/ , it is provided by Stephen Kochan, a leading author in the field, author of “Programming in Objective-C 2.0”.
Here is the best objective-c forum: http://classroomm.com/objective-c
The ipad is more useful and more like a computer unless you need a phone.
