I want to start developing apps for the iPad. What kind of Mac would I need to buy to accomplish this?

you need an intel based one, actually…
Intel is right 🙂
You also need to be running Snow Leopard – the newest Mac OS.
You want 2GB of RAM as well, 1GB is rare these days and just doesn’t cut it – if you can get 4GB then definitely go for that.

To use Apple’s Developer Tools:
Mac computer with an Intel processor
2GB of memory
3GB of available disk space (Assuming you already have OSX installed)
DVD drive for installation
For HTML5/CSS Applications you don’t even need a Mac… any text editor will make it! 🙂
